Agency DescriptionThe Board is responsible for applying to the Immigration and Refugee Protection Act and making decisions on immigration and refugee matters in Canada. It is accountable for its activities to Parliament through the Minister of Citizenship and Immigration, but its decision-makers are independent and claims are determined on a case-by-case basis.  
 
The IRB is subdivided into four divisions:  
 
Refugee Protection Division (RPD):  
* decides claims for refugee protection made within Canada, and also makes decisions on loss applications regarding refugee protection status  
 
Refugee Appeal Division (RAD):  
* considers appeals against decisions of the Refugee Protection Division (RPD) to allow or reject claims for refugee protection  
* in most cases, there will be no hearing as the RAD will base its decision on the documents provided by the parties involved and the RPD record  
 
Immigration Appeal Division (IAD):  
* hears and decides appeals on immigration matters such as appeals from refused sponsorship applications and from removal orders  
 
NOTE:  
the Refugee Protection Division, the Refugee Appeal Division and the Immigration Appeal Division are all located at 74 Victoria St, Suite 400 in downtown Toronto  
 
 
Immigration Division (ID):  
* conducts immigration admissibility hearings for certain categories of people believed to be inadmissible to, or removable from, Canada under the law and conducts detention reviews for those being detained under the Immigration and Refugee Protection Act  
 
NOTE:  
the Immigration Division is located at 385 Rexdale Boulevard in Etobicoke
